No one shall collect email addresses automatically from internet websites using programs or other technical devices without the prior consent of the website operator or administrator.

No one shall sell or distribute email addresses collected in violation of paragraph 1
3.
No one, knowing that the email addresses collected in violation of paragraphs 1 and 2 are prohibited, shall use them for information transmission.
